Which countries and regions cannot open an MPCard? (Unsupported regions list)

MPCard is unavailable in 30+ countries and regions due to regulatory compliance and KYC limits. See the full unsupported list and eligibility FAQs.

Short answer: To comply with regulatory and compliance requirements worldwide, MPCard (U Card) cannot currently be opened in 30+ countries and regions. There are two independent reasons: (1) regulatory and compliance restrictions (driven by international sanctions, regulatory policy, or the service scope of our issuing partners), and (2) identity verification (KYC) is not yet available (local documents cannot be verified by official systems). If your region is on the lists below, you cannot open a card for now. We monitor policy changes and update this page accordingly.

📖 Overview of regions where card opening is unavailable

Card eligibility is limited for two independent reasons — matching either one means MPCard cannot be opened right now:

  • Regulatory and compliance requirements: due to international regulation, sanctions policy, or the service scope of our card-issuing partners, users in certain countries and regions cannot open a card. This is a hard requirement that financial institutions must follow and is outside our control to change.

  • Identity verification unavailable: MPChat completes identity verification (KYC) through Sumsub. In some regions the local documents cannot be verified by official systems, so the verification flow cannot complete and a card cannot be opened.

The lists below reflect current regulatory requirements and partner policies and change over time. Whether you can ultimately open a card is determined by the in-app prompts during the actual application flow.

⚖️ 1. Unavailable due to regulatory compliance

Users in the following countries and regions cannot currently open an MPCard:

Central African Republic

Cuba

DR Congo

Dominican Republic

Guinea-Bissau

Haiti

Iran

Iraq

Lebanon

Libya

Mali

Myanmar

North Korea

Russia

🪪 2. Unavailable because identity verification (KYC) cannot be completed

The following regions cannot currently pass identity verification (KYC), so a card cannot be opened either:

  • Parts of Ukraine: Crimea, Donetsk, Luhansk, Zaporizhzhia, Kherson.

  • Regions without broad international recognition: Abkhazia, South Ossetia, Northern Cyprus, Somaliland, Transnistria, Nagorno-Karabakh.

Identity documents issued in these regions cannot currently be verified by official systems, so identity verification cannot be completed and the card application cannot proceed.

❓ Frequently asked questions

Q1: My country is not on the lists, but I still cannot open a card. What should I do?

First check two things: (1) whether your document type is supported (passport, ID card, driver's license, residence permit, etc.); and (2) whether the document photo is clear, complete, and within its validity period. If verification keeps failing, contact support below and we will help diagnose the cause. For the full KYC flow, see How to complete KYC1 in MPChat (OCR-assisted document verification).

Q2: Can I use a document from another country to open a card?

No. Identity verification confirms your real identity and location, and we must strictly follow local regulatory requirements — you cannot bypass a regional restriction by switching documents. Please complete verification with your own valid document.

Q3: I am only travelling / on a business trip in one of these regions. Am I affected?

Card eligibility is based mainly on your document's place of issue and your registered residential address. If neither is on the restricted lists, you are generally unaffected. If you run into issues, contact us to verify.

Q4: Will these lists be updated?

Yes. Regulatory policy and partner coverage change over time, and we will keep this page updated. We recommend revisiting periodically for the latest supported scope.
