Domestic payments often settle instantly; international Visa cross-border payments usually go through:

You may see statuses such as "Authorized", "Settling", and "Settled"; credits and refunds can take longer than you are used to domestically.

Factors unique to cross-border payments and refunds
Currency conversion
When you spend outside USD regions, your USD card balance is converted to local currency at the real-time rate.
The rate is fixed on the settlement date; the pre-auth amount may differ slightly from the final debit.
Cross-border clearing chain
This involves the Visa international network, merchant acquirers, and other steps.
Cross-time-zone processing can delay when status updates appear in the app.
Compliance review
Large or unusual patterns may trigger AML / anti-fraud manual review.
A first purchase at a merchant may occasionally require extra verification.

Technical processing steps
Pre-authorization → capture
The merchant first sends a pre-authorization (hold on your limit).
A final capture happens after shipment or service confirmation.
The app may show "Settling" in between — this is not necessarily a duplicate charge.
Merchant settlement
Acquirers settle with merchants in batches; that may not sync with status updates you see in the app.
Risk controls and dispute windows
Cross-border fraud risk is higher; unusual frequency, amount, or region can trigger chargebacks or freezes.
Card networks reserve a chargeback dispute window for cardholders, so refunds allow extra processing time.
